Why is I-15 closed at Monida when the camera looks clear?

A clear picture does not cancel a chain requirement. Wind, blowing snow, and ground blizzards on the high open country close I-15 here — conditions a still photo can miss entirely. The posted status always wins.

Monida is high, open country on the Continental Divide — the I-15 door between Idaho Falls and Butte. The closures here are about wind, blowing snow, and ground blizzards as much as snowfall, and a still photo can miss a ground blizzard entirely.
