There are two summits between Coeur d'Alene and Montana: Fourth of July Pass → the Silver Valley → Lookout Pass at the state line. Clear at one does not mean clear at the other.

Why I-90 can be closed when the picture looks fine

A clear picture does not cancel a chain requirement. Idaho closes or restricts I-90 for crashes, spun-out trucks, and snow removal on the grades — things a still photo may not show. Night glare can look like ice, and an old picture can lie. The posted status always wins.
