Willamette or Santiam?

Willamette (US-58) runs Eugene → Oakridge → the US-97 junction toward Klamath — usually the better line from the south valley. Santiam (US-20 / OR-22) is the main Salem–Bend route. Sometimes one is fine when the other is a mess; you can put the two side by side before you pick. They are separate desks — about seventy miles apart, on different highways.

Do I need chains for Willamette?

Why the pass can be closed when the picture looks fine

A clear picture does not cancel a chain requirement. ODOT closes US-58 for crashes, downed trees, winter maintenance, and — in summer — wildfires. An old picture can lie. The official page always wins.
